Refillable pen suggestions
I don’t really use ballpoints much, so have a couple other kinds of pens: For felt tips, Copic Multiliner SPs. Basically Microns, but with an aluminum body and refillable. Rollerballs, I have a lot of Retro 51s, and I’ve never had any trouble with them. They come in a lot of fun patterns. Fountain pens are a lot, and probably not a good answer to your question, but if you treat them right they will last a very long time (there are functioning ones from the 1800s out there). People recommending Lamy are likely correct; I don’t have a ton of experience outside of their fountain pens but those are quite good, and I do have a ballpoint from West Germany before the Berlin Wall fell from them that I use if I absolutely must use a ballpoint.

Some of my Copic markers are so old (over 20 years) that the cap is cracking and discoloring, but they just keep on drawing flawlessly
they are refillable and the nibbles can be replaced as well

My Copic markers have been through hell and back, endless hours of drawing, ad agencys, kids. I don't actually look after them in any way. As long as they are not stored too hot or in direct sunlight, they seem to keep running
