Is there a name for brands that only focus on highest quality?
Luxury typically is applied for aesthetics and socioeconomic status of the owner and less about quality and longevity. There’s a guy who rips apart leather bags and shoes on Instagram, and his favorite luxury brand for quality of leather goods is Ferragamo.

work heel recommendation?
For a placeholder shoe to get going you might have good luck with Vionic, they're designed by some podiatrists. For a long term permanent product you probably need something European like Mephisto or Ferragamo or the like.

Wife wants a high quality leather purse for Christmas (NOT “luxury” brands)
It is a name brand, but a lesser known one with one of the best-made leather bags around: Ferragamo, specifically the Hug Bag.

Unpopular Opinion: "BIFL" as an excuse for overspending
lol i mean jokes aside i dont think expensive bags are an inherently bad or frivolous purchase. i probably wouldn't buy a LV bag, but i would buy other bags in the same price range (though i think buying this stuff first-hand is deranged). the louis bag is definitely quintessential Expensive Slop as of the 2020s, as is chanel and a lot of the other big names, but there are other similar-priced names that make fantastic product that's a worthwhile lifetime investment. for example, the aforementioned hermès, ferragamo, etc. i think largely because of the great decline among nearly all big luxury fashion houses in the 90s, most people equate haute couture with expensive low-quality sham product, but this isn't universally true.
