How do I repair this part of the shoe? I know I could buy a new pair but why when the rest of the shoe is in great condition?
I've used GEAR AID Tenacious Tape for this kind of thing before. The tricky part is tracing out the right shape to cut out of the tape. You want it to extend pretty far left and right of the rip, but you don't want to go too far above the rip as then it will catch every time you put your shoe on. It always takes me a few attempts to get it just right.

Any hope to repair this without being super noticeable? TNF Apex Bionic 2 with small burn hole
I'd Google for better suggestions, but you might be able to scrape some "felt" fuzz off the inside and glue it into the hole. Gear Aid Tenacious Tape comes in rolls or in small patches. Some are shaped like Sasquatch, etc. Or, use a sewing machine to stitch over the hole. Your dry cleaner might be able to help.

Disappointed by Patagonia Repair Policy
You really beat this jacket up for three years. Much of this damage you reported looks to be from not properly caring for the garment. Since they won’t repair it, you might as well buy some large sections of Gear Aid and seal it yourself.
