Military Surplus is underrated
Military grade is made by the lowest bidder. If you want cammo stuff, knock yourself out. The Gore Tex field jackets are awesome and waterproof. The liner is hard to come by but those two in conjunction could keep you warm throughout most winters. If you live in the northeast I would recommend hitting up your local military surplus store because those areas get the cold weather gear, boots, socks, long John's, jacket liners, gloves, and caps that people PCS'ing or ETS'ing will sell to surplus stores. I have like 2 foot lockers full of stuff I was issued in the army plus a box full of boots and a duffel bag full of other stuff.

Looking for a full outdoor winter clothes system.
Trekking gear. I like Climacool as base layer, Polartec mid layer, Gore-Tex hard shell. If it's really cold a thin wool inner layer can be great. You can include a shirt to dress it up a little. But there's many alternatives. High quality Gore-Tex and Vibram hiking/trekking boots are super important, and don't forget about your socks, there's probably better but something with wool is fine, yet with really good boots you can wear pretty much anything really. I wouldn't recommend actual mountaineering boots because they're too specialised, rigid and expensive. I didn't say a word about pants, that's very personal, pick whatever you like best/need for the job.

What material water-resistant jackets are most breathable?
Waxed cotton or Oil Cloth is different than regular cotton. Water beads up, or at least remains close to the surface. I’ll agree that it’s not good for skiing, though. That’s where I’d still wear a Gore Tex like fabric, but only for that. I don’t like too much wear and tear on technical fabrics.

I like waxed cotton or similar fabrics for everyday use. Stuff like Goretex, though, is great if your specifically going skiing or doing outdoor stuff.

>Gore Tex and similar synthetic materials are water resistant and can be quite breathable dependant on the quality. not true. a gore-tex membrane in good condition is waterproof even when the outer DWR has worn down. you can go out in the pouring rain in a gore-tex jacket without a dwr and even though the jacket will wet out you will stay dry as long as the seam tape and membrane are in good condition.

Goretex is switching (it depends on the market which stage they're at) from ePTFE to expanded ePE. The irony is that this means Goretex will lose its technical edge and so other manufacturers who have more experience with ePE (to get around patents) may well come out on top in terms of performance.

What material water-resistant jackets are most breathable?
Depends on your use case and climate. For example: On the trail: a poncho is probably your best choice, regardless of temperature. Although if it's really chilly (above freezing, though), a Gore-Tex shell with pit zips would be fine, albeit needlessly expensive. Opening the pit and front zips will allow it to dump heat as necessary. If you're going to be in a damp, snowy environment, I'd go with Gore-Tex (again, with zips). Waxed cotton will work, but Gore-Tex with mechanical ventilation will work better, be lighter, and is more easily stowed in a backpack. That said, a soft-shell may be a good option too, depending on how damp it is. If you're looking for something to put around town in, then a good umbrella and a soft shell or any half-decent rain coat is really all you need (I use a K-Way). Again, if it gets really cold (like, 0-5 C), GTX or any other proprietary waterproof membrane could be a good option, but GTX is likely overkill for a city setting. So, while soft shells, ponchos, other proprietary membranes, and waxed cotton all have their merits, I'm still inclined to go with Gore-TEX as a one-size-fits-all solution for the following reasons: \--It's still the gold-standard for water/wind protection. \--It offers the most versatility with respect to use cases and climates. \--It's lighter and more packable than other options. \--It can last a long time if properly cared for (I have a 25 year old North Face GTX shell that still performs very well). \--The limitations on its breathability can be mitigated via mechanical venting and maintaining the dwr coating. However, as with all things gear-related, YMMV. This is just one nerd's opinion.

Was in the military and spent over two in North Dakota, and another year in S Korea. Very much different climates and worked 90% outside. Both locations we had been issued fleece jackets and gortex shell garments (tops and bottoms). To be layered if necessary. Long story short, I found that gortex is worth it in only the outer layer form. Worked well when I had to throw it over my fleece jackets to block wind or snow/rain. In Korea it got terribly humid and when raining I would put on the shell and was mostly fine even with plate carriers blocking airflow.. Anything a company makes that’s more than more than just a gortex shell garmet makes no sense to me. And is Probly just a gimmick.

Goretex Pro XCR. 45,000 mm and 50% more breathable than normal 28,000 mm Goretex. Good mix of capabilities for hot or cold temps and absolutely blocks all the wind. I have found that Patagonia's h2nO does a bad job of blocking the wind.

The premium name that comes up when you mention waterproof and breathable in the same sentence is GoreTex. But these days there is tiers of goretex that you can choose: low, medium, high end (goretex pro or goretex light or something equivalent) However these all still have their limitations based on my research. They are rated for X number of hours in steady rain, so you may want to consider that.
