PANAMA JACK!! They’re made in the EU which holds higher standards in terms of material quality, consumer safety, and ethical working practices in their manufacturing process. I just got a pair for 160 euro so a little above your range but better than docs, blundstones, and timberlands.

Panama Jack shoes. Not BIFL, but they last me five times the regular ones I get locally. And they are comfortable, too. Insoles are leather and contour to your feet over time.

Winter Boots for a Lot of Walking (France)
I wear my Panama Jack lambskin lined boots every winter in Paris and Switzerland. They are flexible goat leather and very comfortable and waterproof. Highly recommended for winter and I'll never rely on thick wool socks as a substitute for proper winter boots again. Medium/ light wool socks for the win. They have flat soles and are meant for the city, so don't expect them to grip on slippery grass or mud. I have a pair of redwings that I'm still breaking in, or maybe I just haven't worn them because they are too stiff and not comfortable and breaking them in is too hard. Either way, they aren't insulated and therefore are not for winter. Probably fine in all but the colder days, but having lined boots in freezing temps is amazing.

Has anyone actually found a pair of shoes that truly last a lifetime?
My Panama Jack's lasted 20 years. I bought the same again. I'm old. This new pair will survive me for sure.

Many great recommendations here already! I would add Panama Jack (Spanish) for great stylish boots, And Meindl or Lowa (German) for Hiking boots. Don't forget if you are in the European union: You got extensive consumer rights, for example a two year warranty by law all across the EU. Look them up on the website of the EU.
