With GoreTex now illegal, what is generally considered the best alternative?
Ain’t no way Gore Tex is “illegal”. They did change the formulation however. That said, I haven’t purchased a Gore-Tex shell in years owing to just how much more comfortable and livable Polartec’s Neoshell and Power Shield Pro. Big difference there is breathability as wearing my Gore-Tex shell feels like wearing a trash bag. In the case of my Arc’teryx Alpha SV, an exceedingly expensive one.

Options (Articles of Clothing) When Layering For Cold/Windy Weather?
My favorite for cold windy weather is Polartec. I have a wool base layer, a fleece mid layer, and a rain/wind breaker from them and they're all phenomenal. The waterproofness is plant based and everything has held up though brutal conditions

What material water-resistant jackets are most breathable?
Polartec NeoShell and or Powershield Pro. They are a revelation compared to Gore Tex and the proprietary membranes. They feel really close to a softshell and unlike Gore Tex where I immediately take off the jacket when inside, comfortable enough to wear inside.
